These fines are part of an agreement between the city of Indio and Goldenvoice that took effect back in 2013. In that document, it outlines that going five minutes past curfew will result in a daily fine of $20,000. Every minute after that costs $1,000 per minute. The fines go towards Indios General Fund, which is allegedly used for operating costs, public works, and the police and fire departments.
